The focus of discussions between countries on climate change، has gradually expanded, and the human and social dimensions، are receiving increasing and great attention from countries، and international organizations, culminating in the issuance of the United Nations Human Rights, Council in 2008, Resolution No. (23/07), in which it warned of the impact of climate change.
 Climate change, and its immediate and long-term، threat to the enjoyment of basic human rights, Followed by several decisions in this regard, all of which were aimed at the repercussions of climate change on human rights، and the need for international solidarity to confront، and limit this horrific phenomenon that is now threatening the world at all levels.
 No one disagrees that climate change، has clear effects on human rights, and the degree of its effects varies، from one right to another and from one country to another, Climate impacts on human rights in Europe, are not the same as in Africa and Asia. 
According to a warning issued by the Intergovernmental Panel on Climate Change (IPCC)، in its report issued in 2018, that the world has only ten years to reduce the Earth’s temperature by (1.5 degrees Celsius) to face the catastrophic effects of climate change, and without taking the necessary measures, millions of people، will be exposed to to risks 
involving their fundamental righs. (1)
